Osaka is now willing to pursue a 2026 opening of an integrated casino resort, Mayor Ichiro Matsui said in a Friday press conference.

Under Japan’s IR Implementation Bill, the piece of legislation that lays out the criteria for the country’s first casino gaming resorts, the properties must include several core facilities, including large hotels, MICE facilities, and casinos that cannot occupy more than 3% of a resort’s total floor area.
Osaka officials demand an integrated resort that far exceeds the basic criteria set by the central government. The previous 2025 opening was among the requirements that operators have voiced concerns about as they consider the timeline difficult to meet.
City and prefecture officials now say that various new options are being discussed, including partial early opening of the integrated resort that will meet the basic national standards or a full opening after the World Expo that will meet the prefecture/city officials’ requirements.
As many as seven international casino resort developers participated in Osaka’s request-for-concept process that officials launched in the spring of 2019. By the closure of the participation window, there had been only three interested developers left, with those being MGM Resorts International, Galaxy Entertainment Group, and Genting Singapore.
